My background
I’m Mandy Millar, founder of Millar Tender Solutions and a procurement professional with over 20 years’ experience in public sector procurement.
I’m a Member of the Chartered Institute of Procurement and Supply (MCIPS), with experience across both operational and strategic roles in Local Authorities, Housing, Forestry, Emergency Services and Government. Over that time, I’ve procured a wide range of goods and services - from boats and vehicles to cleaning services, insurance and more.
This experience has given me a clear understanding of how procurement works in practice - not just the process, but how decisions are made and what drives scoring.
Buyer-side insight, bid-side experience
Having designed tenders and evaluated submissions, I’ve seen first-hand what separates strong bids from those that fall short - and where businesses typically go wrong.
Alongside this, I’ve worked directly with businesses across a wide range of sectors, supporting them through bid writing, management and consultancy. I hold the APMP Foundation Certificate in Bid and Proposal Management and have delivered training to hundreds of organisations through the Supplier Development Programme and Business Gateway ‘Expert Help’ programmes.
This combination gives me a practical understanding of both sides of the process - not just how bids are evaluated, but how they’re developed under real commercial pressures.
