Introducing Millar Tender Solutions

Most businesses aren’t losing public sector tenders because they can’t deliver the contract. They’re losing because they’re not bidding strategically.

They’re not identifying the right opportunities, building a structured approach, or turning their experience and evidence into compliant, compelling, high-scoring responses.

That’s where Millar Tender Solutions comes in.

We help businesses take a more strategic approach to public sector bidding - from identifying the right opportunities and building a structured bid process, to developing compliant, compelling, high-scoring responses that clearly demonstrate why you should win.

Built on buyer-side experience

Millar Tender Solutions was founded by Mandy Millar, bringing more than 20 years of public procurement experience to the business.

Before moving into bid consultancy, Mandy worked on the buyer side across Local Authorities, Housing, Forestry, Emergency Services and Government, in both operational and strategic procurement roles.

Over that time, she procured a wide range of goods and services - from construction projects to care, vehicles and equipment to consultancy, food to financial services and more.

That experience means Millar Tender Solutions understands procurement from the inside: how tenders are designed, how submissions are evaluated, what buyers are looking for and what drives scoring.

Buyer-side insight, bid-side experience

Since launching in 2023, we have worked with businesses across a wide range of sectors providing bid writing, bid management, consultancy and bid readiness support.

We have also delivered training to hundreds of organisations directly and through the Supplier Development Programme and Business Gateway Expert Help programmes.

Our combination of buyer-side insight and bid-side experience sits at the heart of how we support our clients.

How we work

Our focus is on making clients better at bidding - not just better at their next bid.

We take a strategic, structured approach built around three stages: understanding where you are and where you should compete, building the foundations to bid well, and putting those foundations into practice through stronger submissions.

The problem is, most businesses start at the end.

They find a tender, start writing and try to pull everything together before the deadline. They skip the strategy and readiness work that should come first - then wonder why bidding feels so difficult or why their submissions aren’t scoring as highly as they should.

We help you step back, understand what’s holding you back and build a better way of bidding - bringing together strategy, evidence, processes and buyer-side insight to support stronger, more consistent submissions.

And when you simply need an experienced pair of hands for a particular opportunity, we can provide ad hoc bid writing, bid management and consultancy support too.

The difference is that we don’t see bid delivery in isolation. Where we can, we’ll use every bid as an opportunity to strengthen the way you bid going forward.
