About

Most businesses aren’t losing because they’re not capable - they’re losing because their approach isn’t structured or repeatable, and their submissions aren’t aligned with how bids are actually evaluated.

That’s where I come in.

My background

I’m Mandy Millar, founder of Millar Tender Solutions and a procurement professional with over 20 years’ experience in public sector procurement.

I’m a Member of the Chartered Institute of Procurement and Supply (MCIPS), with experience across both operational and strategic roles in Local Authorities, Housing, Forestry, Emergency Services and Government. Over that time, I’ve procured a wide range of goods and services - from boats and vehicles to cleaning services, insurance and more.

This experience has given me a clear understanding of how procurement works in practice - not just the process, but how decisions are made and what drives scoring.

Buyer-side insight, bid-side experience

Having designed tenders and evaluated submissions, I’ve seen first-hand what separates strong bids from those that fall short - and where businesses typically go wrong.

Alongside this, I’ve worked directly with businesses across a wide range of sectors, supporting them through bid writing, management and consultancy. I hold the APMP Foundation Certificate in Bid and Proposal Management and have delivered training to hundreds of organisations through the Supplier Development Programme and Business Gateway ‘Expert Help’ programmes.

This combination gives me a practical understanding of both sides of the process - not just how bids are evaluated, but how they’re developed under real commercial pressures.

How I work

My approach is focused on helping you understand what’s not working and fixing it properly.

Rather than just producing a submission, I work with you to strengthen your overall approach to bidding - so you’re in a position to win consistently, not just occasionally.

Who I work with

I typically work with businesses who recognise the opportunity in public sector contracts and want to take a more structured, long-term approach - building the capability and confidence to compete effectively and secure consistent work.

Additional support

Where needed, I draw on a trusted network of specialists to provide additional expertise, ensuring you have the right support in place depending on the opportunity.

Next step

If you’re serious about winning more public sector contracts, the first step is understanding what needs to change.
